Commissioning of Ahvenisto Hospital for the Wellbeing Services County of Kanta-Häme - Frozen Graphene acted as the client’s representative throughout the implementation of the security systems

The Wellbeing Services County of Kanta-Häme (Oma Häme) recognized the need for a client representative during the installation and commissioning phases of the security systems for the new Ahvenisto Hospital (ASSI). Built in Hämeenlinna, Assi Hospital was one of the most significant healthcare construction projects in Finland. The construction of the next-generation hospital began in 2021 and was completed in 2025. The facility was commissioned at the beginning of 2026, when all specialist healthcare and inpatient ward services in the region were transferred to new, modern, secure, and customer-oriented premises to support the operations of Oma Häme.

A Trusted Partner for a Demanding Project

Frozen Graphene monitored the installation and commissioning of access control, access management, and video surveillance systems, coordinated with both the supplier and the designers, and ensured that the agreed functionalities operated as intended and that all work was properly documented.

"The whole idea was that we would have a security industry expert on our organisations side," says Harri Halinen, Project Manager responsible for the hospital project's ICT and technology program.

Ensuring the Implementation of User-Defined Requirements

Frozen Graphene worked closely with the users of the security systems and implemented system modifications in accordance with their needs and objectives. Frozen Graphene also provided support in the preparation of onboarding and training materials for the security systems. Close cooperation with users ensured that the systems met the needs of day-to-day operations and that personnel were able to utilize their features effectively from the very beginning of the commissioning process.

"Communication was straightforward, easy, and worked very well," says Petri Vikstedt, Security Manager at OmaHäme. He continues: "For example, experts and suppliers were able to contact Frozen Graphene’s representatives directly on many matters. There was no need to wait for bureaucratic or hierarchical procedures."

An Independent Advisor Supporting the Client

Frozen Graphene provided impartial security advisors to represent the client’s interests and supervise construction-site activities and security system delivery.

"Starting the cooperation was remarkably easy because after the very first meetings we realized, that we were sitting on the same side of the table," says Harri Halinen.

Frozen Graphene acted as the client's representative throughout the project, facilitating communication and collaboration between the client and suppliers. The company’s advisors actively participated in weekly project meetings where project progress was monitored, potential challenges were identified, and necessary actions were agreed upon. Through proactive guidance and stakeholder coordination, Frozen Graphene helped keep the project on schedule and contributed to the successful delivery of the security systems. In addition, Frozen Graphene supported change management by ensuring that operational changes related to the implementation of the systems, user needs, and the perspectives of different stakeholders were considered during all phases of the project. Alongside the technical implementation, this also ensured personnel commitment to new operating models and the smooth adoption of the systems as part of the hospital’s daily operations.
