Municipality of Iitti Upgrades Security Systems with Frozen Graphene as Project Partner

The Municipality of Iitti launched a large-scale initiative to implement centralized, user-oriented security technology solutions. Frozen Graphene served as an independent expert throughout the project, from start to finish.
Designing and procuring an organization’s security systems is a strategic investment that affects not only the security of its premises, but also the day-to-day work of employees and the continuity of operations for years to come.

As Iitti’s previous security systems approached the end of their lifecycle, Frozen Graphene stepped in as an independent external expert in the public procurement process.
Comprehensive Risk and Security Assessment Laid the Foundation
Frozen Graphene began the collaboration by conducting a thorough risk and security assessment to evaluate the current situation. This included reviewing documentation, interviewing users, and inspecting technical arrangements on-site at various municipal properties.
“The Frozen Graphene team asked detailed questions and visited the sites to see how things were actually set up. It was a really important step in setting the project up for success,” says Mikael Willberg, Technical Expert at the Municipality of Iitti.
User-Driven Requirements Analysis Clarified Needs
A key cornerstone of the project was a clear, user-driven requirements analysis. The Municipality of Iitti established its own project team, and Frozen Graphene experts conducted interviews with municipal staff, for example, those working in daycare and schools.
The goal was to identify solutions that would support both smooth operations and enhanced security in the daily work of various user groups. The project also addressed data protection and information security planning.
“Frozen Graphene brought a clear vision of what was needed—and they explained it in a way that we could understand. As a result, we knew exactly what we were ordering,” Willberg summarizes.
External Procurement Expertise Saved Time and Money
The tendering process was conducted through the Cloudia system, with Frozen Graphene responsible for drafting the tender documents and defining the requirements.
The process included a request-to-participate stage, followed by the actual call for tenders.
“The requirements specifications created by Frozen Graphene were very comprehensive. They checked every proposed solution to ensure it met the stated requirements,” says Willberg.
In the first round, none of the bids met all the criteria, and negotiations were restarted under Frozen Graphene’s direction.
Despite some delays due to external factors, the project progressed according to the set goals.
New System Enhances Security and Everyday Operations
The project unified and centralized the municipality’s access control, camera surveillance, and alarm systems into a single integrated solution, incorporating modern and secure access technologies.
Initial installations—such as in the municipal library—have already been completed, with promising results. The centralized system not only improves security but also simplifies daily operations by streamlining security management.
“With the new access control system, security has clearly improved, and everyday life has become easier. Having one system makes both management and training more straightforward,” Willberg explains.
The end result was a solution that succeeded both technically and economically.
